National Heroes Day was first celebrated on the last Sunday of August with the passage of Act No. 3827 signed in 1931 during the American colonial period. During the Japanese Occupation of World War II, Executive Order No. 20, s. 1942 was signed on 1942 which transferred National Heroes Day to 13 November. The day was returned to the last Sunday of August with the signing of Administrative Order No. 190, s.1952.
The 1987 Administrative Code of the Philippines included National Heroes Day on the last Sunday of August as a Regular Holiday. Republic Act No. 9492 modified the celebration day from the last Sunday to the last Monday of August instead. This was done under President Gloria Macapagal-Arroyo which was in line with the Holiday Economics strategy of the administration.
