Holy Week Holiday in the Philippines 2022

Holy Week is a religious Holiday celebrated in the Philippines which begins at Palm Sunday and marks the last week of the Christian season of lent. During this week, most Filipinos would return back to their respective provinces to celebrate the week.

The statutory Holiday break only starts for the "Paschal Triduum" of Maundy Thursday, Good Friday, and Black Friday and does not actually cover the whole week. I would like to note to the reader that this article focuses on the statutory declaration of the nationwide Holidays and not the religious significance of it.

When is Holy Week celebrated in the Philippines?

For 2021, it is celebrated on the first week of April which declares the following days as Holidays:

The computation of the Regular Holiday Pay and Special Non-Working Day pay is dependent upon several factors whether it was a Rest Day or an ordinary day.

When were the days of Maundy Thursday, Good Friday and Black Saturday stated to be celebrated as Holidays?

Maundy Thursday and Good Friday has been celebrated as nationwide Holidays since the American colonial era. This has been codified in the 1987 Administrative Code of the Philippines and both has been continuously been celebrated as Regular Holidays.

Black Saturday is different as, although it is a Holiday, it is only considered as a Special Non-Working Day in terms of payment of compensation for workers. The day of Black Saturday has continuously been included in the yearly proclamations of nationwide Holidays in the Philippines since 2013.

Prior to 2013, the Office of the President has issued a separate proclamation for the declaration of Black Saturday as a Special Non-Working Holiday.

Law or Republic Act declaring Holy Week days of Maundy Thursday and Good Fridays as Holiday and Black Saturday as a Special Non-Working Day

As previously mentioned, Maundy Thursday and Good Friday has been codified into the 1987 Administrative Code of the Philippines. The latest issuance of Republic Act No. 9849 that compiles all holidays includes both Maundy Thursday and Good Friday.

There is no legislated law or Republic Act that declares Black Saturday as a Special Non-Working Day. Republic Act No. 9849 does not include Black Saturday as a Special Non-Working Holiday. The date is only considered as a Special Non-Working day through proclamations issued by the Office of the President.

I expect that Black Saturday would be included in the next Republic Act that complies all holidays celebrated in the Philippines.
